GREEN VALLEY ACRES, Monterey County — October 2026. Monterey County’s fiscal 2026–27 recommended budget lists $27,874 in planned expenditures for County Service Area 32, Green Valley Acres/Moon Subdivision. That compares with $24,026 in the adopted 2025–26 budget, an increase of $3,848 in the proposed expenditure authorization. It does not show that work costing $27,874 has been performed or that each property owner will pay that amount.

Two neighborhoods, one special district

The official Monterey County County Service Area directory groups Green Valley Acres and Moon Subdivision together under CSA 32. Monterey LAFCO also identifies them as a common service district. That is significant: county budget figures are for the combined district, not a separately published $27,874 allocation to Green Valley Acres alone. Residents in Moon Subdivision should not treat the figure as a second, additional budget.

What is—and is not—shown in the budget?

The county fund-analysis table compares actual 2024–25 spending, the adopted FY2025–26 budget, a 2025–26 estimate and the requested and recommended FY2026–27 figures. Those columns serve different purposes. The $27,874 is the recommended FY2026–27 amount, not verified invoices or a final accounting of the district’s street and drainage maintenance. A full decision about any separate special assessment requires the parcel-level levy exhibit, not a headline fund expenditure figure.

How do these numbers differ from tax limits?

The county’s separate Gann appropriation limit table lists an FY2026–27 limit of $24,751 and $5,612 in estimated tax proceeds for CSA 32. Those values represent a constitutional appropriations-limit calculation and its related tax estimate; they are not interchangeable with the $27,874 total recommended expenditures, which can reflect other funding sources. The difference is not evidence of an illegal budget or a resident bill for the balance.

What should homeowners request?

Ask Monterey County Public Works for the adopted CSA 32 maintenance program, specific drainage or streetlight work orders, district boundary map and any special-assessment exhibit applicable to the property. These details will show what is planned and who is actually responsible for maintaining a particular facility.

Editorial note: This report covers the shared CSA 32. It must not be repeated as a supposedly separate budget decision for Moon Subdivision.
